Texas Pool Phone Code Requirements
Texas requires a public pool or spa to have at least one emergency telephone, emergency monitoring contact device, or alternative communication system. The device must be readily accessible, located within 200 feet of the water, and operational whenever the pool or spa is open. If the pool is seasonal, the emergency communication device must function 24 hours a day during the season the pool or spa is in use.
Texas specifically allows a dedicated cell phone to serve as the emergency phone if it is mounted in the pool yard or spa yard for public use, labeled as the emergency phone, activated by a service provider, provided with a permanent power supply, and able to reach 911 or the emergency service provider. Texas also requires signage at or above the emergency phone showing the precise location of the pool or spa, such as the address, building number, directions, or GPS location. If the phone is not readily visible, directions to its location must also be posted.
Texas limits where emergency calls can be routed. A standard emergency telephone or emergency monitoring contact device cannot simply be answered by an on site office. In limited situations involving remote areas and delayed EMS response, an alternative communication system may connect to an on site office if trained personnel are present while the pool is open.
