Vermont Pool Code Requirements
Vermont regulates swimming pools, recreational water facilities, and hot tubs at licensed lodging establishments through the Vermont Department of Health. These rules require pools to be properly designed, maintained, and operated to protect guest safety and sanitation. Vermont’s lodging rules cover items such as depth markings, lighting, fencing and enclosures for outdoor pools, self closing and self latching gates and doors, lifesaving equipment, first aid kit access, posted safety signs, water disinfection, pH control, water clarity, and daily testing and recordkeeping.
Vermont also requires pool water to be continuously disinfected and maintained within stated operating ranges. For swimming pools and recreational water facilities using chlorine, the water must have a free available chlorine residual of at least 1.0 ppm and not more than 5.0 ppm. The pH must be maintained between 7.0 and 8.0, and the water must be clear enough for either a 6 inch black disc in the deepest area or the bottom drain at the deepest point to be clearly visible. The rules also require disinfectant and pH testing to be recorded at least once daily when the pool is available for guest use.
In addition, Vermont requires visible safety measures around the pool area. Each swimming pool or recreational water facility must have lifesaving equipment that includes at least one U.S. Coast Guard approved Type IV flotation device attached to a rope and at least one reaching device such as a life pole or shepherd’s crook. The rules of operation and safety signs must also be posted in a conspicuous place at the pool, and pools without a lifeguard must post a “Warning No Lifeguard On Duty” sign.
