Oregon regulates public pools through the Oregon Health Authority under OAR 333 060 and OAR 333 062. Oregon pool rules cover aquatic facility design, construction, operation, maintenance, emergency planning, safety equipment, signage, and water quality standards. Oregon also requires operators to maintain an emergency action plan, a communication plan, and operating procedures for the facility.
Oregon pool water must be maintained within required operating standards. The pH of the water must be kept between 7.0 and 7.8, and the water must be sufficiently clear so the bottom is visible while the aquatic venue is open or available for use. Oregon rules also require safety equipment, signage, and emergency instructions to be in place and in good repair.

Oregon Pool Phone Code Requirements
Oregon requires each aquatic facility or aquatic venue, as necessary, to have a functional telephone or other communication system or device that is hard wired and capable of directly dialing 911 or functioning as the emergency notification system. The telephone or communication device must be conspicuously provided, easily accessible to aquatic venue users, and able to be reached immediately. Oregon also requires signage identifying the emergency telephone or approved communication device, and a permanent sign with emergency dialing directions and the aquatic facility address posted at the emergency phone, system, or device.
